Graduated from the Faculty of Economics of the Georgian Agricultural Institute, with the qualification of economist-organizer in 1978; Tbilisi State University (Kakheti Branch) Faculty of Law - 2003. 1978-1988 He was a junior researcher at the Scientific Research Institute of Soil Science, Agrochemistry and Land Reclamation, a leading economist at the Main Division of Viticulture and Fruit Growing of the Georgian State Agro-Industrial Committee; Since 1989 - Head of the Peasant (Farming) Sector of the Georgian Collective Farms Council; 1990-1991 - Member of the Supreme Council of the Republic of Georgia of the first convocation, election bloc: "People's Front of Georgia", election form: majoritarian, majoritarian from Adigeni constituency; Has signed the Act on Restoration of State Independence of Georgia (April 9, 1991); 1992-1995 - Chairman of the State Committee for Land Resources and Land Reform of Georgia, Deputy Chairman of the Government of Georgia for Agrarian Affairs; 1992-1995 - Member of the Parliament of Georgia of the 3rd convocation, election bloc: "October 11" - "People's Front of Georgia", election form: proportional, from 5 multi-mandate constituencies. 1995 He signed the Constitution of Georgia in August. Participant-speaker of more than 70 international scientific conferences. Editor of textbooks, member of the editorial board of monographs and scientific journals. In 2017, by the decision of the Presidium of the Georgian Academy of Agricultural Sciences, he was awarded the title of expert in the field of agrarian economics. Author of 300 scientific papers and articles on agro-economic, food security, agricultural cooperation, land and rural development policy issues.
