By the decision of the Government of Georgia, the "Research Institute for Cultural Protection and Technological Development of Georgian State Languages" was founded and launched at the Georgian Technical University on May 15, 2025, under the motto: "Towards the Europe with Peacefuly United Georgia by the Georgian and Abkhazian Languages, Cultures, and Traditions “.

It is worth emphasizing that with the launch of this institute, research processes aimed at the problems of the complete mathematical and technological foundation of the Georgian language returned to the budgetary level in the Georgian university space. These processes were carried out from 2003 to 2007, i.e. until its cancellation, within the framework of the TSU state target program “Free and Complete Programming Inclusion of a Computer in the Georgian Natural Language System”, the aim of which was technological development of the Georgian State Languages because of protect them from the danger of digital extinction in the epoch of artificial intelligence that was in that time also approaching rapidly as well.

It is also worth emphasizing that the establishment of the above-mentioned institute on May 15, 2025, whose structural units are the Department of Logic, Language and Artificial Intelligence and the Laboratory of the Georgian and Abkhazian Language Resources and Technologies, fully responds to the requirements of Article 37, Subartical 3, Subsection c) of the Organic Law of Georgia on the Official Language approved in 2015, of the Unified State Language Program (Strategy) for 2021-2030 approved in December 2021 and, also, of the government policy on the necessity of developing artificial intelligence in Georgia, which was openly declared in 2024.

We also emphasize that the establishment of thes institute was first supported at the N53 session of the Center for Innovation and High Technologies of the Georgian National Academy of Sciences on May 17, 2019. In addition, in this newly established institute:

1. Work has already begun on the development of a Georgian-Abkhazian “smart” network, technologically fully equipped with Georgian and Abkhazian computer “brains” that is necessary for protecting the digital sovereignty of the Georgian state, the manager and owner of which must be the Georgian State and it will function similarly to systems like ChatGPT, but more fully and qualitatively for users who know the Georgian and Abkhazian languages.

2. The processes initiated in previous years of developing an isomorphic mathematical theory of the Georgian language and thinking, in other words, the processes of creation of the logical grammar of the Georgian language will continue, and a year after the establishment of the Institute, a fundamental work "Basic Course of the Logic and Logical Grammar of the Georgian Language" will be published, which will significantly contribute to strengthening and deepening reading, mathematics, and scientific literacy skills in Georgia.

3. In accordance with the 5-year institute project already supported by the Government of Georgia, work has already begun on the development of a Georgian-Abkhazian dynamic terminology portal, the pilot version of which will be ready a year after the establishment of the institute.

And, finally, it is also important to emphasize that, according to the Conceptof the Development of Georgian and Abkhazian Language Technologies, approved by the decision № 01-05-04/203 of the Academic Council of the Georgian Technical University in December 26, 2022, the Institute's aims include the foundation and launched of a three-level educational program in "Logic, Language and Artificial Intelligence" from September 2026, which will allow us to educate young scientific personnel necessary to solve the tasks of protecting the Georgian and Abkhazian languages from the danger of digital extinction.
