A new type of electromagnetic transposition convertor without a magnetic circuit - a plat-parallel mutual inductive-capacitive convertor has been developed.

The article proposes a scheme and recommendations for the modernization of law in Georgia from the standpoint of the development of information technologies.

The developed plane-parallel mutual inductive-capacitive converter opens up new possibilities in the field of automation, instrumentation, radio engineering, and electrical engineering. It has sufficient accuracy and sensitivity for practice, is non-inertial, manufacturable, versatile and highly reliable element for automatic control and/or regulation systems.

The report discusses current surveys of improvement and intellectualization of computer reference and legal systems.

The paper proposes and discusses a model of an automated system for control of obtaining, using and protecting patent information. Based on the creation of a unified database of used patents and a special service, it provides control over the implementation of patent owners' rights.

Among technical means for collection of control and measurement information the movement electromagnetic converters are of great significance. 

The report deals with actual issues related to the introduction of new models of the system for obtaining, using, and protecting inventive information through the organization of a global server system.

The automated industrial property system for obtaining, using and protecting patent information, fully based on the use of modern information and communication technologies has been introduced. The system will undoubtedly facilitate the protection of the rights of patent holders and, ultimately, will promote technological progress.

The article discusses the issues and presents an automated system for electronic licensing of industrial property objects. The system, which is completely based on the use of modern information and communication technologies, including digital signatures, will undoubtedly reduce the time for drawing up contracts, facilitate the procedure for processing transactions, and ultimately, will contribute to accelerated technical progress, as well as timely protection of the rights of patent holders.

The problem of adaptive control of technological process of change of the specific information by means of contactless on-off indicator is considered. The indicator with the simplified control system: expands functionality of the device for the account of increase in overall dimensions and possibility to display two various drawing, a sign, color or indication of a sign-variable traffic sign; reduces expenses of electric energy, a magnetic powder, winding electromagnet wires, for the account of creation not only the compound display element which longitudinal size has increased twice, arrangements of electromagnets among between rotating constant magnets, and also, but also realization of pulse control; provides speed of change of the information for the account of application electromagnetic absorber; the weight-dimensional of indicators for the account of application of the easy bilateral elements intended for an arrangement of the specific information reduces inertance by reduction; Increases coefficient of efficiency duty for the account of reduction of an air backlash between electromagnets and magnets that leads to reduction of consumed electric energy.

In the article, the authors present a structural system of a modern and new interpretation of the functions of patent attorneys aimed at assisting inventors in the accelerated use of submitted technical solutions in industry and other areas of consumption.

Taking into account the features of primary inductive converters, the authors have developed a new type of inductive angular transposition converter without a magnetic core, which provides simultaneous control of changes in three mutually orthogonal components of the magnetic field induction vector of a permanent magnet of a spherical shape. The three-coordinate primary converter can be used during aerial topographic surveys, to determine not only the speed, but also the location in the space of a moving platform, and in other areas of technology, including robotics.

General issues related to modern problems of organization, further improvement, and modernization of the system of individual education are considered. The priority tasks are given, the solution of which, with the help of the application and further development of the latest information and communication technologies, at the first stage, can bring them closer to achieving the goal.

Taking into account the features of inductive primary convertors, the authors have developed a new type of inductive convertor of angular transposition without a magnetic core, which provides simultaneous control of changes in three mutually orthogonal components of the magnetic field induction vector of a permanent magnet of a spherical shape.

A three-coordinate primary convertor can be used not only during aerial topographic surveys to determine speed and location in space of a moving platform, but also in other areas of technology, including robotics. 

General issues related to the new principles of remuneration of patent holders in the new global system of intellectual property protection are considered. Recommendations are given on changing the functions and responsibilities of patent holders in the modernized system of protection of both copyright and industrial property rights, based on the identification of the concept of intellectual property through the use of modern information and communication technologies and a single database.

The principles of constructing a hemispherical inductive primary transducer (IPP) of the 3D type with the use of an axisymmetric magnetized hollow permanent magnet of a spherical shape, designed for simultaneous and independent control of mechanical parameters, are considered. It has been established that by selecting the topology and using multi-section measuring circuits symmetrically located on a hollow hemisphere, an increase in the sensitivity threshold and the output signal level is achieved. A variant of building an IPP with markings for the simultaneous control of all mechanical parameters is proposed.

The article discusses the first attempts to assess the level of electronic textbooks for independent

distance learning. Criteria are proposed, which, in our opinion, can be used in practice.

The article discusses the issues and ways to improve the acquisition of rights to intellectual property. The general algorithm of the corresponding process is presented. 

Problems related to the improvement of the principles of construction of non-inertial contactless 3D-type three-coordinate hemispheric interinductive primary converter are discussed. Problems to be solved are formulated. Their solution provides these types of converters in a wide range of control systems, robotics, medicine and industry.

Actual issues related to the new principles of remuneration of patent holders in the new generalized system of intellectual property protection are considered. Recommendations are given on changing the functions and responsibilities of patent attorneys in a modernized system of protection of both copyright and industrial property rights, based on an acceptable not only identity of the concept of intellectual property but also on the functions performed, which will contribute to technical progress and timely financial support of patent holders.

The paper discusses the modernized "trunk" type robot-technical manipulator having an orthogonal orientation of the rotation axes of the rings. The orientation of each ring is carried out by an autonomous servo machine.
