The most important instrument for solving science management problems is analysis of scientific activity efficiency at both the microlevel, that is for an individual researcher as well as at the meso- and macro levels:for scientific groups and departments, large scientific collectives (universities, institutes, etc.) and the State as a whole. The formal analysis on the basis of such quantitative parameters can produce a distorted picture of the scholar’s scientific activity. In order to obtain a real characteristic of the researcher’s activity independent expert opinions need to be used, whereas in calculating the quantitative scientometric characteristics, of most importance is to take into account such parameters as self-citation (direct and indirect), number of co-authors, time distribution of published works, etc. In our opinion, of special importance is the taking into account the scientific field/discipline of the researcher. An average number of citations per article in the world flow of publications can, depending on the discipline, differ more than seven times. For Georgian chemist, depending on research area, an average number of citations per article is also significantly differ: for Chemistry, Analytical – 17,5 citations per article, Chemistry Applied – 1,7, Chemistry, Physical -4,6. As a result, the formal analysis of their activity will give a distorted account. Similar problems arise when comparing scientific activity characteristics at the meso- and macro levels.

Georgia has accumulated a wide experience of creation of information resources in the field of agricultural research. One of the most active organizations in this area is TECHINFORMI, who actively uses in its operations the basic standards and regulations of the FAO – CIARD initiative. In the Central Asia and the Caucasus region, a determining role in the development of agricultural information and communication is played by GFID. Its report on the state and prospects of 447 development of information and communication in the region for international organizations (GFAR, FAO, CACAARI) was presented on the Global Forum on Agricultural Research for Development.

The problem of optimal choice of a rearrangement of summands we study goes back to Steinitz who was solving a problem of analysis on sum range of a conditionally convergent series in a finite-dimensional space. It was found in that the problem of optimal choice of a rearrangement can be solved by reduction to the sign problem. In this talk we use this reduction to solve out some optimization problems of scheduling theory.

The main goal of the project TELESOL is to facilitate distance work in business and research between the EU and the Slavic countries of Central Asia, the Caucasus and the CIS. The project will establish a pilot fully operational online EU-CIS television systems. The Georgian Telecom Competency Center (TCC) is being developed on the basis of the BCC-Tbilisi Information Demonstration Center (IDC).

The important objective of WISTCIS is to accelerate emergence and further development of telematics activities. WISTCIS uses many elements of the structure of Information Demonstration Centres (IDCs) deployed in STACCIS focal organization – IDC Georgia.

The important objective of WISTCIS is to accelerate emergence and further development of telematics activities in the seven European CIS countries creating in this way a huge new potential market for IST products.   WISTCIS uses many elements of the structure of Information Demonstration Centres (IDCs) deployed in STACCIS focal organizations in Armenia, Azerbaijan, Belarus, Georgia, Moldova, Russia and Ukraine and encourages EU-CIS team teleworking for benefits of Information Society Technologies (IST) Programme.
